On February 10, the Forest Service unveiled its new proposed Forest Planning Rule , a 94-page document  that creates new national guidelines for developing management plans on the county’s 155 National Forests and 20 National Grasslands. The collaborative, science-based framework laid out in the new rule will replace the old guidelines that were instituted in 1982.   But what does all that mean?
