A Toolbox of Resources

During this web meeting speakers shared updates related to the Collaborative Forest Landscape Restoration Program (CFLRP) and took stock of needs and opportunities in the CFLRP community. Participants heard from both CFLRP alumni and new projects alike. This web meeting provided an opportunity for the CFLRP community to come together to hear and discuss program updates from various perspectives. Speakers included Chuck Oliver, U.S. Forest Service Collaborative Forest Landscape Restoration Program Coordinator; Lindsay Buchanan, U.S. Forest Service Collaborative Forest Landscape Restoration Program Coordinator; John Souther, U.S. Forest Service, 4FRI Monitoring Coordinator; Amy Waltz, Northern Arizona University, Ecological Restoration Institute, Science Delivery Director; John Heissenbuttel, Heissenbuttel Natural Resource Consulting; Steve Cole, U.S. Forest Service, Ouachita National Forest, Integrated Resource Staff Officer; McRee Anderson, The Nature Conservancy, Interior Highland and Fire Program Director; Shawn Martin, Cibola National Forest and Grasslands Forest Silviculturist; Jay Williams, Cibola National Forest Timber Program Manager; Leonora Pepper, Forest Stewards Guild, Southwest Program Manager; and Amber Ingoglia, U.S. Forest Service, Umatilla and Wallowa-Whitman National Forest Partnership Coordinator.

Participants in CFLRPs met with USDA Forest Service CFLRP leaders to discuss what Congress' reauthorization of the program means for existing CFLRPs and for new CFLRP applicants.

The objectives of this web meeting were to: (1) Promote dialogue between those in the USDA Forest Service who work with CFLRPs both locally and nationally and local partners in CFLRPs; (2) Exchange important information between partners and the agency; and (3) Gather initial reflections on lessons learned through CFLRP and implications for collaborative restoration moving forward.

This paper explores the complex socio-ecological processes involved in developing a shared vision for collaborative restoration of fire-adapted forest landscapes. Authored by Lauren S. Urgenson et al., the study focused on six CFLRP efforts: the Four Forests Restoration Initiative (4FRI), Selway-Middle Fork Clearwater Project, Deschutes Skyline Landscape, Southwest Jemez Mountains, Southwestern Crown of the Continent, and Tapash Sustainable Forest Collaborative. The Bureau of Business and Economic Research (BBER) at the University of Montana was contracted to conduct a study on the utilization of local contractors by the Colville National Forest through the NEW Forest Vision 2020 Collaborative Forest Landscape Restoration Program (CFLRP) project. The study aimed to identify and measure the opportunities and benefits the NEW Forest Vision 2020 CFLRP project is bringing to communities in the region. The BBER used records of service contracts, timber sale contracts and agreements to characterize the number of local entities (businesses, nonprofits, agencies) involved in meeting the restoration objectives of the CFLRP through the NEW Forest Vision 2020. Chelsea P. McIver is a research specialist in the Forest Industry Research Program at the Bureau of Business and Economic Research, University of Montana.

The 2016 Collaborative Restoration Workshop was a forum for sharing innovative approaches to collaborative restoration, tools, and lessons about planning, implementing, and monitoring restoration efforts on and around National Forest System lands. Through a series of plenary sessions and five breakout tracks, participants engaged deeply in discussing the successes, challenges, and critical questions facing community partners, the U.S. Forest Service, and others working on collaborative efforts. Through the lenses of science, collaboration, planning, and monitoring, participants thought critically about amplifying restoration and working together towards success in the future.

This study, conducted by the Sierra Institute, seeks to understand how CFLRs are navigating the largely uncharted waters of CFLR socioeconomic monitoring. The Sierra Institute examined individual CFLR’s socioeconomic monitoring strategies to identify each program’s 1) overall status and progress; (2) primary party responsible for conducting monitoring; (3) indicators and measures used; (4) assessment methodology; (5) unit of analysis; and (6) challenges.
