Forest-Wide NEPA and Interdisciplinary Team (IDT) Consultant Shoshone National Forest, Wyoming
The National Forest Foundation (NFF), in partnership with the United States Forest Service (Forest Service), is soliciting proposals for National Environmental Policy Act planning services and preparation of an Environmental Assessment for a forest-wide project on the Shoshone National Forest. This Request for Proposals seeks a qualified Prime Consultant to provide interdisciplinary team (IDT) lead services, project management, coordination, and technical writing support for the preparation of NEPA and related compliance documents.
The Prime Consultant will lead and coordinate the interdisciplinary process among Forest Service personnel. The work will include project management and quality control; IDT coordination and meeting facilitation; review and use of existing data; preparation, compilation, and formatting of the Environmental Assessment and associated compliance documents; analysis of public comments; maintenance of the project and administrative records; and support for the objection process.
A mandatory online pre-bid session will be hosted by the Forest Service from 9:00am to 11:00am MST on October 14, 2026. A Questions and Answers (Q&A) session will be hosted later that day online from 1:00pm to 3:00pm MST on October 14, 2026 to provide prospective bidders the opportunity to interface with both NFF and SNF staff prior to bid submission.
